UP Income Certificate (Aay Praman Patra) is valid for 3 years — longer than most other states which issue 1-year certificates. It is required for UP Scholarship, ration card applications, EWS certificate, college fee waivers, and most government scheme applications.

UP-specific rules: Aadhaar eKYC is mandatory during online application. Field verification is done by Lekhpal (rural) or Revenue Inspector (urban) before the Tehsildar issues the certificate. You must select Rural or Urban correctly at the start of your application.

How to apply — step by step
  1. Visit edistrict.up.gov.in → click on Citizen Login → register with mobile number + OTP if new user
  2. Login → click Apply for Certificate → select Aay Praman Patra (Income Certificate)
  3. Complete Aadhaar eKYC — your name and basic details are auto-filled from Aadhaar
  4. Select Rural (Gramin) or Urban (Nagariya) based on your actual residence area
  5. Enter income details from all sources — salary, agriculture, business, rent, pension, other
  6. Upload documents and submit — note down the Application Reference Number
  7. A Lekhpal (rural) or Revenue Inspector (urban) will visit for field verification
  8. After Lekhpal’s report, the Tehsildar approves and issues the digitally signed certificate
  9. You receive an SMS when ready — download from edistrict.up.gov.in using your login
Common mistake: Many people select “Urban” when they live in a village near a city. Select Rural if your residence is in a Gram Panchayat area, even if it is near a city. Wrong selection causes delays and rejection.

UP Domicile Certificate (Nivas Praman Patra) proves you are a permanent resident of Uttar Pradesh. It is required for state government jobs, UP Scholarship, college admissions under state quota, and most state-specific schemes including DigiShakti.

Key rule: You must have lived in UP for a minimum of 3 years (or be born in UP) to be eligible for a domicile certificate.

How to apply — step by step
  1. Visit edistrict.up.gov.in → login or register as new user with mobile OTP
  2. Click Apply for Certificate → select Nivas Praman Patra (Domicile Certificate)
  3. Complete Aadhaar eKYC — name and details auto-fill
  4. Fill in residence details — mention how long you have lived in UP (minimum 3 years required)
  5. Upload address proof documents — at least two documents showing UP address
  6. Submit and note your Application Reference Number
  7. Field verification by Lekhpal / Revenue Inspector
  8. Tehsildar issues digitally signed certificate — download from portal once SMS is received
Domicile vs Aadhaar address: Aadhaar is not the same as domicile certificate. Even with a UP Aadhaar address, you still need a separate Nivas Praman Patra for government scheme applications and job applications.

All three certificates can be applied for online through edistrict.up.gov.in from home. You need a registered mobile number for OTP and Aadhaar with linked mobile for eKYC. Alternatively, visit your nearest CSC (Common Service Centre / Jan Seva Kendra) where the operator will apply on your behalf for a service charge of around ₹20–30.
An expired OBC certificate is not accepted for government scheme applications including UP Scholarship. Apply for renewal immediately at edistrict.up.gov.in. Processing takes 15–30 days. Apply well before the scholarship portal deadline (October 31 for pre/post matric, December 20 for UG/PG).
For UP state government jobs and schemes (UP Scholarship, DigiShakti, state college admissions): use the State format issued by the UP Tehsildar. For central government jobs (SSC, Railways, UPSC, Bank exams): you need the Central format. Both are applied for at the same eDistrict portal — select the correct format when filling the application. When in doubt, ask the exam notification which format is required.
Go to edistrict.up.gov.in → click Certificate Verification → enter your certificate number. The full details will be displayed if the certificate is genuine. All digitally signed certificates issued after 2018 can be verified online.
Officially 15–30 days. In practice, it depends on how quickly the Lekhpal does field verification. In busy periods (July–October when scholarship portal opens), it can take 30–45 days. Apply at least 6 weeks before any deadline that requires these certificates.
